Has Pay Pal changed their web site for friends and family? Can not figure out how to send money that way. Any info would be helpful.

you just have to look at your choices carefully. It is still there, just masked in hopes you do not use it.

From what I've seen you now use the "Trusted" option. No buyer protection or fees.

Google Pay is another option. I've used it to pay for some items from this forum. Just depends who has it also.

And yes Pay Pal has tweeked its App and the website. Trusted/Friends option is still available.

In the app nothing has changed. If you hit that arrow next to “sending to friends and family” it gives you the pay for goods and services option
