Par Moor stocks

Has anyone done business with ParMoor stocks from England? I was in communication with him about an Anschutzs stock on Feb 17. On the 20th he said it was ready to ship I needed to pay by Paypal and he would get it shipped out to me. Its been a run around ever since with excuses why he couldn't get the stock shipped out, then it was shipped etc. I asked for a refund from him a week ago and now communication silence!
Please beware if looking for a stock through this place of business.
