With the weight restriction being lifted in International matches it is a matter of personal choice and weight was never an issue if you were only shooting in the US. As for balance I see no difference that I can tell between any of the actions. Balance relates to the length of the barrel and design and weight distribution of the stock. One of the most popular actions being used now is the Barnard from MT Guns. It is all steel and comes with a very fine trigger at a pretty good price. That being said, I use a Stolle Big Bore with a Jewel single stage trigger. I have a Davies two stage that I used when I needed to make weight,1.5 kg) last year for the International matches in Canada. But I have seen almost every action that you can think of on the line from a 1917 Enfield to Bat 3 lug. Really a matter of personal choice.
 
The bolt and locking lugs are all steel inserts. The bolt slides through the aluminum body, but there is no lockup or camming on aluminum anywhere.
