Pachmyer recoil pad modification

I have a rifle project that I'am currently working on. One of it project is adding a weight system (pma) to the stock. I want to use a rubber recoil pad. So I will need a hole cut in the middle 1 1/8" for the weight system. Have any of you guy's ever done this and what is the best way to make a precise clean cut. I have a buddy that has a waterjet and that most likely how I will do it. Unless you guys have a better way

Water jet ? Is the hole in the stock or recoil pad? If in the stock I don't see water jet working in recoil pad i dont see how that will do anything helpful?

What I'am trying to do is install a weight system in the stock. But wanting to use a,rubber butt pad. I want to cut a hole in the pad. I will drill the stock in other step. Then I will epoxy the weight system recessed in the stock. Maybe a 1/8 or 1/4" so I can still have a little recoil protection from the pad.
 
Is the recoil pad epoxied to the stock already ? If so,you are looking for a clean hole through the pad before you take a drill to it ?
 
Cutting a 1-1/8" hole seems like it would weaken the hard rubber bottom portion of the pad quite a bit, possibly causing it to crack?

Having the pad removable would be the best idea I think. Best of luck whatever you do.
