Over pressure loads

Tried a new powder and loads were over pressure by a good bit. On the first firing the cases extracted normally however on the second I got clicks at the top of extraction. I know this is from the base of the case expanding too far and the sizing die not being able to reach it. Will a small base die reach this area or will the brass click from here on out because of the enlarged area at the base? This is 308 Lapua brass.
 
How did you come to the reasoning not to start by working up. Yes a small base may solve your problem. But seriously you should studdy the reloading books to better understand how to work up a load.
 
My RCBS small base .223/5.56 dies only make the case .0005 smaller in diameter "BUT" they do size further down the case.

As stated above always reduce your load when changing any of your components and work up again.
