Old Hornaday Powder Measure Problems

I have an old Hornaday Deluxe powder measure. It’s brand new, I just pulled it out of the box even though it’s 20+ years old. No instructions with it. The handle is on the left side of the drum, there is a small Allen screw in the insert just above the micrometer dial. On the right side of the drum is another Allen screw that seems to hold the insert in place, if I loosen it, the insert falls out. If I tighten either one, the micrometer adjustment won’t turn.
I’m confused about what these screws are supposed to do?
If I tighten the right side screw enough to keep the insert in place, I can hardly turn the micrometer dial. Somethings not right. When I set it up to throw 49 grains of IMR 4895, it sticks and is so inaccurate, I can’t trust it. Sometimes it can be several grains up or down??
Without the set up instructions, I’m not sure what I’m doing wrong here?
 
the one on the right holds the insert in place and the one in the center locks the micrometer adjustment. I have been using that same one since the 1980s and it don't throw the most accurate charges especially with extruded powders. I trickle all my loads so it don't bother me but is time consuming. works better with ball powders
 
This sounds like the same powder measure I have used since the late '70s.
To set up the measure on the large volume insert, first set the micrometer to the zero mark. Holding the drum with the insert horizontal, push the insert in to touch the back of the body of the measure housing and tighten the set screw on the side of the drum. when you back the powder cavity away from the zero mark it should move freely. Back the volume adjustment out to your desired charge weight and tighten the set screw on the insert to lock your setting in place.
The smaller volume (pistol charge) insert is set in the same way. Holding the drum horizontal, rock the insert around to find the spot that the contour of the insert matches the contour of the measure body and lock it in place. It should move freely.
Just a note, the handle can be moved to the right side of the drum by removing the insert and sliding the drum out of the body and sliding in from the other side. Then reverse the handle by removing the screws and flipping the handle over. I always run the handle right handed, works better for me
 
If you didn't clean it first, take it apart and hose everything down (except plastic parts) with carb cleaner. Allow to dry, and dust with graphite to lube it. Might help, might not.
