Non TSA locks on rifle case

Going on brown bear hunt outside of US to Romania. Got my 4457 form taken care of and Romanian hunting permit form to bring rifle into Romania. I want to use my keyed locks on rifle case with unloaded rifle and on my separate ammo box not TSA locks. Ammo box will be inside of checked luggage. Checked bag with ammo box inside will have TSA lock on the outside. Should rifle case have my cellphone number on the outside? Already did special baggage form with airline notifying them of firearm and ammo.

Not up on international flights but on domestic flights I use heavy master locks at each location available to hold a padlock. I am the sole keeper of the key. NO TSA LOCKS PERIOD. If the airlines or TSA want access they are required to contact me. TSA does not have authority to handle your firearm. Only the LE Agency governing your location has that authority

I've used several different rifle cases for about 10 international trips. Once you watch TSA to clear your rifle case through the scanners, they have no reason to reinspect it. TSA has always had me stand by while the case is inspected in the event they need to open the case. I wouldn't trust a $5,000 rifle and scope in a case locked with TSA locks anyone can open. I also have several copies of the 4457 form, and laminate them. Keep a couple spares with you on your person, put one inside hard case with rifle and also one with soft case if you're bringing one for hunting. I tape my business card with all contact info onto the rifle case in several spots as well.

TSA has keys to open every lock known to them.
