non-designated action?

What constitutes a non-designated firearm action? I read an article where a gentleman had built a long range pistol using a non-designated Savage Target action,not the Striker action). I was wondering if all the Savage Target Actions sold as actions only to individuals are non-designated? If not how does someone go about purchasing a non-designated Savage action that will allow him to build a pistol? The last thing I want to do is find myself in trouble with the Fed's.

I believe when the firearm form is filled out is when it's designated whether it's a rifle or handgun.
 
it would also depend on federal and state regulations. here in california you have to declare the action as rifle or pistole at the time of dros, each requirring different things. of coarse we have a lot of arcaic laws here but it would be best to check both

If it is a virgin receiver and you buy it as a pistol and its logged out as a pistol you should be fine!

The crazy thing is you can take your pistol and make a rifle with a 16'+ barrel/buttstock...much like Thompson doing the carbines off of their receivers some of which were pistols at one time then legally converted to a carbine with a buttstock and 16' barrel...OR they would not want sale the parts...without serious legal issues and lengthy lawsuits.

ONCE a rifle always a rifle and anything shorter then a 16' barrel and no buttstock and its called an 'any other weapon' if its got a buttstock and under 16' barrel then its a 'short barreled rifle' or unlawfully possessed its then called a possession of a weapon of mass destruction! and you could face 5 years federally.

I could go on into more drawn out legal jargon but that should give you the jist of it_____

***Remember when in doubt call your local ATF agent___after he runs you around making sure he/she is right...he/she should be able to give you the answer you desire.
 
Non designated simply means it hasn't been designated as a pistol or rifle action, like said above you can take a pistol action and make a rifle and be legal, but you can't take a rifle action and make a pistol and be legal, even though both are the same action.
