Newbie at neck turning

I"ve got a 22br barrel that I'm ready to put on my Savage.
It has a neck dia. of .250", so I'm gonna have to take a little off the necks.

Question #1. Should I just seat a bullet and measure the outside dia. and figure I need to shave off "X" amount to come up with a measuremet of .248" and start there?

Question #2. How do I determine if .247" or .249" should have been the target number? Will there be any symptoms, or do I just measure the "fired" neck dia. and do the math?

I will be sizing the Lapua brass in a Redding "S" bushing die that I've been using for my 6br.

Question #3. Do you think I would have my bases covered if I went ahead and ordered bushings now for ???? "What size"?
Do I size the neck down ad then turn?

I've got some "old" 6br brass here that measures about .013".
If I double that and add the .224" bullet it gives me the supposed .250" of the chamber. So let's figure I'll need to shave off about .002" of overall neck dimeter. When do I do this, before or after I neck down the case?? This will allow me to order the correct bushings sizes now.

I hope someone can read thru my ramblings and answer my questions...

As per your request I am attaching a photo of a loaded 22BRX. This is a fireformed, neck turned .248 22BRX case.

The original case was a Lapua 6mmBR. The BRX is blown out .100. the neck is shorter and been turned to be sized with a Redding .244 S type neck die.

The purpose of the BRX is it gives the shooter 10% more capacity and about 200 fps more velocity.

I personally am chambering a no neck turn,.272) 6mmBRX. This round is a great performer at 600-1000yards with the 105 Berger and 107 Sierra. It is much more effecient than a .243Winchester. Barrel life is over 2500 rounds. It has better inherit accuracy, less exppensive to shoot, and little to no recoil. There are some who feel the 22BRX is more accurate than the 6BRX. It may be out to 600 yards. But from 600-1000 the 6BRX has an advantage. Pick your poison.

Do the neck turning after you neck down the cases. I would neck down a few cases and seat some bullets in the empty cases and measure the actual neck dia. Then you will KNOW what you have to do. You always end up ordering 3 or 4 neck bushings anyway. You get the one that you think will be perfect and then 1 or 2 each smaller and larger bushings.

For most Win and Rem 223 brass a .250 chamber would be a no turn neck. It would be interesting to measure the thickness of some Remington 6mmBR brass. Might be a usable 'no turn' option.
 
I have always liked to turn the necks before I size them down, it just seems to me that they will be more consistent being that there will be a ridge where the bushing stops reducing the neck if you do them after, but that's just my opinion..........
