newb Q: wilson seater without arbor press?

I have a wilson seater, but I dont have a arbor press. can I use regular press to seat the bullet? or how?

I suppose if you were able to somehow get two flat surfaces on your regular press that you could, in theory, use it, but I don't know that it would be worth all the trouble.
You can pick up a K&M arbor press for around $78 and it will do very well for you. http://www.precisionreloading.com/KMProducts.htm#K%20&%20M%20Services has them and you can opt for the dial indicator to measure seating effort as well.
Check the classifieds here and over at benchrest.com and see what is floating around. Maybe someone else here will have a different experience, but I find it's best to have the right tool for the job.
You can also check out sinclair and harrel's precision site for other options on presses.
I have the Harrel's combo press and really like it a lot. I don't know that I would want to try to do any neck expanding with it, but for everything else it is great.

You can use your hand. Press down on the seater assembly with the heel of your hand. After about 50 rounds of this and you'll get off of your wallet and get that arbor press.
 
Harbor Freight has inexpensive small arbor presses if you don't mind stuff that's made in China.
 
A plastic or leather mallet will work as well as a press if your strapped for cash...
Even a big C clamp will work if you have the time to spend using one of them....
