They both would be inferior to a lower cost model which is task specific. Higher mag, sfp, finer 1/8 adjustments, and different reticle come to mind. For example most love the Vortex Golden Eagle, unfortunately it was not sharp to my eyes as I am in the minority. Sightron SIII is another. NF Benchrest or Comp.

Looks like your original choices were from Snipers Hide, as they are well suited for PRS steel shooting, but you will see the differences I noted are for small targets and a stationary shooting environment.
 
I have a 6-24x50 HST , Vortex on my 600 yrd. rifle , and a Golden Eagle on my 1,000 yrd. gun . I shoot TR with both , and find both scopes more than workable . The 6-24x50 HST is not enough glass for 1,000 in my opinion , but that may just be my "getting older" eyes . BTW , the HST is the same basic scope as the PST , without the electro-bells and whistles . For the price , a excellent "beginners" F scope .
 
F-class is done prone against paper. A fine crosshair 2nd focal plane reticle on a high magnification optic is IMO optimal for that. F-class can be thought of as benchrest-on-your-belly so the things that BR guys like, you'll see a lot of parity on the F-class line. F-class has a tactical and an open class, you'll want to figure out which one you'll do.

ELR is not a use case, it's a way to say "past 1000 yards" whilst being as vague as possible. You're doing well by asking questions. You're doing terribly at giving us enough information to be helpful. This makes me suspect that you've heard the words ELR and F-class and want to shoot long range but maybe don't know much about the sports or their rules. Not knowing is ok and normal, not spilling the details is also pretty normal but is also super unhelpful. Now is not the time to be terse.
 
Another which scope thread, Okay I will bite.

I went with the ATACR 7-35x Tremor-3. I wanted the most resolution I could get and the tremor-3 reticle. That said, I don't think you can go wrong either way. The scope I bought was 50% more than the price you're looking at. I've shot the rzr g2 and it is a fine scope with great glass. I'd probably make the decision based on the reticle. If you like one of the rzr g2 reticles best, get it. If you like one of the ATACR reticles best, get it.
 
ELR is a very expensive sport to be competitive because you are shooting at a minimum 1mile and out to 2miles so the scope needs to have lots of adjustments that a 34mm tube can give (and a rail with 40moa slope and scope mounts given more elevation). You will shooting calibers .338 minimum and probably .378 or larger. So equipment will not be compatible with 1000yd or less (F-class).
