new heavy gun build

my buddy just received a new 1.350 barrel from Kreiger, and has a new Savage target action 1.350 dia. i have been away from 1000yd shooting for years, so would like to be updated on gunsmiths in PA. going to need to be chambered in 300 WSM no barrel nut. and muzzle brake. looking for recommendations. rifle will be used for Williamsport 1000yd competition.
