Need suggestions for hunter class spotting scope

I would like to stick to something under 1000 dollars but I want a quality spotter for 100-200 hunter class BR and maybe for hunting.
 
I have a Vortex Razor HD 11-33. It is small, light and has really nice glass.......$700. I use it for 100-200 all the time.

I have a Celestron C70 Mini Mak that i use for hunting.
Great for spotting on the gaslines i like to hunt!
Most of my hunting scopes in the 4-12 power range.

NOT so great at spotting 223 Rem bullet holes! At 100 yards, ok.
Throw in some mirage & 200 yards is iffy.
300+ yards, forget it!
I know it's nowhere near the quality glass at $130 vs the $1,000 you said, but for hunting, it's a great, lightweight option!
 
I shoot the hunter class and had the same question last year. After some discussions on here I settled on an older Nikon bird watchers scope.
Go to dare I say it, Ebay and look for the refurbished ones out of Japan, different color green with if I remember right ED glass.
I can pick out 6mm holes at 200 with ease with my 70 year old eyes.
There are 2 members here that are much more knowledgeable than I and hopefully they will see this and post up some info for you.
 
Been using a Leupold Compact 15x30x50mm since 2005 and never felt handicapped from it's use. Back in the HBR heydays the Kowa was the most prominent.
 
For 100-200 yards I don't need a Spotter due to my scope high magnification.
Hunter class IBS or nbrsa limits you to a 6X scope on the rifle. You need a spotting scope on the bench to check bullet strikes on the score target.
