Need help with a load for .308 target 1' Barrel 30" long 1in8 twist .

8 twist will work fine. Plenty of guys run 10twists with 155grainers at 3,000+ fps, I don't see why a 8 twist will not work with 175-200gr bullets just as good.

Describe your reloading process, mainly the tools you use.

Powder dispenser, dies, primer tool, press, etc.
What primers and brass do you use.
What Action and stock are you using.
Is it glassed ? check the torque on the action screws ? some actions like Savage need 40inch lbs while other actions need 60inch lbs. 60inch lbs on a Savage action will affect accuracy.
What scope are you using ? do you have another scope you can swap just to see if it makes any difference ?
What Make is the barrel.
Like someone already stated, how much freebore is in the chamber (COAL with a particular projectile when it touches the rifling).
Did you verify the twist of the barrel while running a cleaning patch ?
This might tell us all we need to know to help you.
 
Where to start....

First lets ignore the barrel twist, it's not a primary concern at this point.

...and in short even at the NRA shoot the masters n high masters don't like to give you any of their secrets!
Less that more that we don't want to tell you I load 55 grains of powder X with bullet Y and it shoots like a laser and have you go try it, not understanding that we may have a freebore that is 3x what you have and our seating depth with that long heavy bullet makes our bullets a ¼ inch longer than yours (meaning you have a whole lot less case capacity than we do). You try to the load in the middle of the summer with the bullets shoved back in the case and have to hammer the bolt open, or worse. I can tell you from experience that what most would call a starting load for F-TR shooting with the 185 Bergers will in fact blow primers if you have a chamber with a short freebore, and it's 95F outside, and your bullets have been in the sun for an hour or two.

First you need to determine the distance to the lands as measured with your equipment, choice of bullet (it will be different with every bullet) so you have a starting point for loading. If you have that info people trying to help you on the interweb have a reference for the size of your chamber.

I use SMK 155gr Palmas in my 24" 1:10 twist. IMO, 1:8 is too fast for a 30" barrel. You can stabilize a 175gr SMK with a 1:11.25 given a 30" length.

Since your twist is so fast you might try something over 200gr. The problem will be velocity, so maybe around 185-190 will give you the flattest shooting.

I have some of Hornady new match tips in 208gr I need to work up. Not sure I have a powder slow enough for them.

Had good results using Varget with 208amax, 24" barrel 2.945"coal (touching rifling), 41.3gr 2,450fps.
If you want good velocity, with 208's I recommend H-414/w-760.
RL-17 should also work good but I have not tried it.
