Need Help Identifying Scope Mount Base

Need some help from some of the experts on here about this scope mount base. It is Parkerized, Is cast and machined and looks like it attaches not by screws but by a locking motion similar to an AR-180 scope mount does. It has a deep channel for the Mount cuts to reduce weight andfor a broader clearance of any attachment screw from scope claws. Attached are pics to help.

It looks like a "no-drill & tap" base for a military rifle of some sort. Perhaps a long eye relief mount for an M1 carbine.
 
At first I thought the same thing, but it does not attach in anyway to a carbine. At least No way I can see. Thank you for your help.
