I've been day dreaming about building a 22-250 to shoot the heaviest 224 bullets just for fun. As some one mentioned, other cartridges could be more practical in a few ways but oh well... I was wanting like 28' 1-8 twist and would worry about freebore when I narrowed down the bullets. Powders you use would help in barrel length thinking, faster powders you can go down to 26 where slower up to 30 it's a personal preference for your build imo. I'd first decide on 2-4 different bullet/powder combos you wanted the gun for or at least the bullets and send the average bullet in when you get the bbl done for freebore to it. It would be a very powerful little 22 cal gun and would get some attention. A lot of people still want this chamber for the 50-65gr bullets so that's what they're keeping in mind. If you're wanting 75+gr bullets then I think that puts you into a narrower field of 22-250 builders and you'll have to research it to the ground. Personally I wouldn't want much freebore with my main bullet because I'd just work load development for a while on it and then if it loosened up I'd change to the next head to ogive size up for testing. Also from my reading, the 90gr vlds are a class in their own and have read some like 1:6 guns(not my first choice in a 22-250) and others like mentioned above are using 1:8. A slightly unstable bullet can shoot fairly accurately but you can have drops in normal bullet BC which will make long distance shooting calculations harder.
