Need advice for load development

I'm trying to work up a load for a 7mm WSM using winchester brass, winchester primers and 168 grain Berger vlds. What is the best method? What bullet seating depth should I start with?
 
Personally I would use a predicted accurate load developed using OBT, and the ladder around that load. Once I have an accurate load with a standard COAL, I would play with the seating depth.

I am a big believer in the ladder test to efficiently find max pressures and an accurate load. Here is the link to a very good method. Ladder Test If you will be shooting the rifle primarily for competition, I would do your ladder with the bullet 0.010 into the lands. If this is primarily a hunting rifle, I would start 0.010 off the lands, or whatever COAL such that your magazine will allow reliable feeding. Run a ladder, choose the best 3 loads that show promise, narrow to the best one, then adjust seating depth. That's how I have approached it.
