Neck turning. What to buy?

Thinking about starting to neck turn. Who sells good tools, maybe not the best$$$$$$? What are the basic tools to start with? Bare bones, to do the job.
 
OK! Looked at K&m what's the deal with the carbide cutter for the turning cutter shaft? Is that for the donut? Do I need that?
 
I abandoned K&M for Sinclair.
I believe PMA designed the Sinclair system, and they've since stepped it up a bit.
 
I know you said bare bones, and you didn't say what quantity you would be turning, but the 21st Century lathe with a cordless drill is a really nice rig. I use the PMA carbide mandrels with mine.
