Neck Tension

Maybe a tiny bit but turning alone doesn't help much with uneven neck tension with just turning / sizing the brass. Using a mandrel to expand all the necks to the same diameter, and a neck bushing to get the same tension will help a lot, could also try annealing, and applying a dry neck lube to the inside of the necks.

If all necks were sized with the same die/bushing post turning yes. The neck tension is determined by how much undersized the neck is compared to how much expands when the bullet is seated. Actual neck thickness dies not matter as long as the inside neck is the same diameter. If the I'd was .221 and you put a .224 bullet in there you have 0.003 next extension. If the I'd was 0.219 with the same bullet you have 0.005 tension.

Would turning the necks on new/fired cases mean that the neck tension would be the same on all the cases turned?
I guess we all know the answer is going to be.... it depends.... However, putting cold work cycles on some necks and not on others isn't exactly going in your favor, regardless of the thickness.
 
I'm thinking...I may be wrong, but...

Turning necks with neck bushing dies would get a more consistent I.D. as you get a more consistent O.D. by turning the necks.

Or, just get a caliber specific mandrel and it'll give you a "consistent" ( + / - spring back) I.D. without neck turning.

Like I says....I could be wrong....still lurnin' .....
