Neck tension or outside diameter?

Which is more important? I have a 260imp with a .295 neck. With the lapua brass I can turn the brass to .293 where I like it, but it leaves me with .006 neck tension.
With remington brass I get .002 neck tension but the outside diameter is .288 in my .295 chamber.

So which is more important?
 
Use a bushing die and use a .290 bush That will give you enough neck tension and you wont be over working your brass. With the undersized necks they will be expanding out to chamber size then being necked back down working your brass and shortening the life
