Neck Reaming vs. Neck Turning

On a custom 22 PPC target/varmint rifle w/a standard target throat and w/a .245 neck is neck reaming alone acceptable? This rifle is primarily used for non-competitive target shooting & PD hunting. Or, for safety reasons do necks need turning?

I would think neck reaming is just fine. But neck turning will true up neck walls. Reaming will still leave one side of the neck wall thicker than the other and many times lead to a greater disparity.
 
If the necks are concentric to begin with a reamer should follow the hole unless forced off center.

Plain and simple--
Reaming will follow the existing hole rather it's straight or crooked....
Turning will have the necks consistent for all 360 degrees all the time....
 
If the case is fire-formed first, can one assume the neck will be concentric?

Can one assume that any irregularities will be on the inside of the neck?

I suppose it depends on your point of view. You could say that the outside is straight and the irregularities are on the inside - or you could say that the inside is straight and the irregularities are on the outside.

Either way the case walls are not uniform. Reaming will only make the hole bigger while turning will uniform the case walls.

In some wildcats where the case neck walls end up both thick and irregular, or where there is a step inside the neck as a result of displacing the old shoulder, it is acceptable to first ream and then neck turn.
