Neck question with pic

So I am prepping my Peterson 6.5 Creedmoor brass after a third firing. I see this strange ring at the neck shoulder junction and dont know what to think. This brass has been neck turned previously. This ring is on over half of the brass.

Any ideas?

I clean after every time to the range. I dont have a bore scope but i assume my chamber is clean. This brass is from a f class match.
 
Did you use steel wool or some type of abrasive pad on the neck and shoulder before you took the photo?

If so did you have any vertical scratches on the case neck before cleaning the neck?

I'm wondering if there is a buildup of something at the neck shoulder junction of the die.

Polishing the die with a snug fitting bore mop and a drill with and J&B Bore paste or any type polish will clean up the neck shoulder junction of the die.

If you can take a closeup macro photo of this area and enlarge it you may see more.

Im using a whidden bushing die. Makes it easy to disassemble and clean it regularly. I have seen that vertical scoring before and promptly cleaned the die. To me it looks like the bushing pushed material back during sizing.
Yes i did clean the necks with very fine scotchbrite prior to the photos. I was prepping them to anneal.

I'm guessing the die or bushing is causing the problem and why I suggest taking a closeup macro photo of a sized case and study the enlarged photo. It is much easier to study a enlarged photo image of the neck shoulder junction than just looking at the case without magnification.

Below a closeup macro photo of a new RCBS expander, and they don't look this ugly with the naked eye.

Raise the bushing up , so it sizes 1/2 of the neck. See if the ring moves.

My bushing doesnt size all the way to the shoulder. Could you be seeing the unsized part?

Use a tiny amount of lube on the outside of the neck.
 
Looking at my Peterson 6.5 CM brass, LRP and SRP and using 20X magnification, I see an interesting but not very deep crease right at the neck/shoulder. I neck size only as long as the brass will chamber before reloading, so I'm not dragging an expander ball through the neck and possibly moving a donut to the outside, which is then moved back inside at next firing.

Are you seeing any indication of donuts forming?
