Neck clearance ?

Did you know Saddam Hussein's cat preferred neck sizing also? (the tighter the neck the better) ;) (but no more than .003 neck clearance) ::)

You are making a lot of assumptions.
First you don't know the size of your chamber neck because you have not measured it. It makes no difference what the drawing for your reamer says. Even if you measure your reamer you could still be wrong because the chamber will not necessarily be cut to the exact size of the reamer.
Second you don't know how much spring back is in your brass.

You cannot leave something that importance up to assumptions and paper calculations.
You need to measure the actual items and then make the calculations.

I would consider his clearance plenty and good to go.
My freshly annealed necks spring back 1/2thou, well seasoned but minimum sized up to a thou from chamber.

It's been my experience that ANY ACTUAL clearance is safe. I run with one fitted chamber with turned necks to provide 1thou total clearance(1/2 per side). With spring back on this I don't need to resize necks. No problem.
This could be a problem performance-wise, with crooked brass. But not a safety issue as long as you measure and ensure your necks are right.

I can't picture necks varying a full 3thou in thickness. Nor could I picture not measuring brass at least the first use with a custom chamber.

I can guari-damn-tee that the chamber neck will not be smaller than the reamer neck, no matter how bad the gunsmith is.

You are getting over anal on this thing - he has plenty of clearance for a no-turn neck.
 
Not worried about the quality of my smith. I loaded up 30 rounds this morning. All measured between .2705 and .271. So even IF my chamber is .272 I should be running .001 to.0015 clearance. Which is closer than I wanted but that should be worst case.
