MOA means a minute of angle, or a minute of a degree, or 1/60 of a degree. As applied to shooting it is 1.047 inches at 100 yards or 2.094 at 200 yards or 10.47 at 1000 yards and so on. It is actually an angular representation rather than a particular distance. The exact number in inches can be determined by MOA = tangent of 1/60 times (the distance to the target in inches).
