The fewer the rules the less arguing or cheating. A multitude of rules leads to a similar amount of problems. What is REALLY needed past a weight limit, perhaps no one piece rest or rest mechanically attached to the rifle, perhaps a caliber or cartridge limit to avoid target damage, and depending on bench spacing have muzzle brakes shot on a separate relay or if there are less non brake guns have them on their own relay (yes it can be done, I shoot matches at a club that has done it for years with no problems, if you don't shoot a brake it is your option to shoot on a brake relay.., or not.)

I think the rules with regards to stock mostly involves things like shooting off a bipod or a rest. If off a rest there are rules about the contact area such as the stocks width no more than 3 inches and the sides of the stock angled so that the stock can be lifted from the rest without interference. ie the sides should not be more than 90 deg and only a certain height.

There are no stock contact rules in any sport as far as i know. Most rules have to do with weight and angles.

The ISSF has some fairly stringent rules regarding rifles, particularly 10M Air Rifles and 300M Standard Rifles. Mainly, they regard the limit of sight height, stock forearm depth in relation to center line of the bore, and canting of the butt plate. Before the great schism, the NRA sanctioned these rules across several disciplines. Now USA Shooting is the governing body for international shooting sports within the US.
