is it possible to build a 270 or 30-06 on short action as a single shot..?

You can do a long action cartridge on a short action. You will probably have to remove the bolt to extract a live round.

Sure, you can do it. I used to own a single shot Remington 40-X in 300 WM on a short action. As mentioned above, it was necessary to remove the bolt to get a live round out, but that was about the only drawback.

Yes you can use a longer case like the 30/06 in a short action. I shoot a 6.5/06 in a Remmy 40X action. Dgd6mm and 25AI260 are both right. The bolt release must be activated to remove a loaded round. Fired caes eject just fine. The bolt has to be moved rearward past the bolt release. True, it's not out of the action all the way but if you don't hang on it will fall on the floor.
