Loose Sleeve Forster Comp Bullet Seater

I have a Redding and Forster micrometer type bullet seater for 223 Remington. The spring loaded sleeve on the Redding is a precise fit with no perceptible clearance between the sleeve and the die body. The Forster has obvious perceptible clearance. It can be felt and seen. Neither seems to align the bullet any more accurately than the other. Just wondering why the Forster is looser and if that is normal?

If the neck ID is not made perfectly straight and concentric over its full length by the last devise having any contact doing something about the neck’s dimensions then however much the inside neck wall is out is the least possible amount of bullet runout even the most perfect seater die is going to be able to accomplish.
