Looking for late season cow hunt in NM or colorado

I have done these for years in several areas of NW Colorado. By late, I am not sure if you mean 4th season (second week of Nov) or 5th (the month of December). In areas where the animals migrate, that can make a difference. I like the 5th season, but have hunted in 30F below. Had to quarter that cow with a chain saw :o Anyway, look at the harvest stats available online for CO. They make it pretty easy to find an area with good success and tags that aren't too tough to draw. Pay attention to the amount of public land available. Some area have very little land that hold elk later in the season.
