Load development with unfired brass

I have done some load development with 1 and 2 fired brass and assume that 2nd fired brass will give better results than 1 time fired and much better than unfired new brass. The problem I have is that I don't have enough once fired brass to do the load testing I want to do.

I have 200 unfired ww cases (223 ww), that I want to use but don't want to load and fire uselessly.

My question is : is load development with new cases significantly different from the same, using 2x fired cases? I body resize after 2x fireing and neck size with collet die for every loading.
 
I did load development with new brass for my .308 I recently built. Now on the 2nd firing and I haven't changed anything. YMMV.

Ken didn’t do any special load tweaking for this record group. However, he explained that he changed his seating depth last summer, going from .018″ jump to .028″ jump. That minor change, Ken noted, “really seemed to close up the groups”.

The question is: What is the difference between a new out of the box case and a case that has bee fired once? There is a factor, I have never seen 'the factor' discussed on this forum. Many years ago it was suggested I was into some risky stuff, I did not agree and no one had a tantrum.
