Load Development order of actions

Shooting a straight .284 with H4350, BR-2 and 184 Bergers. I took once fired brass, cleaned the primer pockets and trimmed the flashed holes, annealed the brass, sized, turned to .012" and sized again with a .306 neck bushing. Decided between:
49.7g at 2749 f/s and 50.0g at 2752 f/s.
Question: in what order should I test the following:
1. Test neck tension
2. Seating Depth
3. EC tuner
 
With the list you give, I agree with 2, 1, 3. If you haven't done one, I would suggest a powder ladder at 600 or 1k in between 2 and 1. I would also suggest trying annealed vs non annealed at that point. In my experience that can make a huge difference in vertical at distance.
