I have the exact same scope, the outer rings serves as a lock. Once you unlock it. You can rotate the yardage ring either in or out depending on the distance, functions like a parallax adjustment depending on distance. Once your set at distance you can lock the outer ring. I think Leupold also make a scope without the locking ringJeff, good price! could you give me a quick lesson on how or why there are two yardage markers? Do they need to be lined up the same yardage? If you don't want to explain that's fine. Thanks.
