I am using an arbor press for seating bullets. I am considering using their neck sizing dies. When I had used them years ago I used a rawhide mallet to tap the stem down I didn't have an arbor press then. My question is - can the arbor press be used to perform the same function that the mallet was used for?

Yes, with the added benefit that you can really feel the seating force when using the arbor press. Some of the more industrious members of this forum have upgraded their arbor presses to measure and record the seating force throughout the press stroke so they can see how consistent things are for their cartridges.
