That about sums up my thoughts on the matter as well. It's none of the state of Delaware's business.A free man doesn't have to get permission from the government to exercise his rights.
Just my thoughts on the matter. What is legal and what is lawful are two very different things.

This will only take care of the lawful topics on the federal side. I've called them on a similar situation and they told me that a state can enact any law that further enforces more than a federal law. So while a person is in a particular state, you must obey, Federal, state and local laws.No need to ask us or call a lawyer. Call the local BATF office or just look on their website. I'm sure it's explained in detail just like it is for every other state.
No matter what we tell you, it won't hold up in a court of law if one of us is wrong. Tell your friend to put in the effort to look up the information in the appropriate place, or if he's satisfied with not needin paperwork, live and let live.
