keyholing problem using light loads?

I am using light loads of various powders, Viht 140, H380 and Varget all using Sierra 55gr Blitzkings. Bullets seem to be tumbling a little, not real keyholing but the holes are a little oval shaped - groups at 100 yards are horrible.

I had some Nosler 50 grain spitzers with N135 powder and these shot perfectly -

Is it the powder? The bullet? Any help or suggestions would be greatly appreciated!

You didn't say what caliber, rifling twist, and muzzle velocity that you are using. Could you furnish that information and hopefully we can help you.

Could be a bad batch or bullets (rare, but it does happen)?
Could be at too low a velocity to adequately stabilize the bullet?
 
In the 22-250: 38.0/H380 has long been noted as the std accuracy load with 52gr bullets in a 14tw, this powder charge seems to work with most bullets from 50 to 55 graines.

I had the same problem with the 50 grain Blitzkings in a 1-12 twist .223 with normal loads. I called Sierra and they suggested trying the 55 grain Blitzkings. I never did try any more Blitzkings but settled on Hornady 50 grain V-Max.
 
I called sierra and they said that the only bullet not stable in a 1:14 twist is the one i bought - the 1455C 55 grain blitzkings. Now I have 475 bullets with no home!
