Kelby Base and Rings

I was on the phone to Kelbly about a rail for my Savage Short Action. HE says that his rail is not 20 MOA. That you need to get separate bases that fit his rail with the 20MOA.
NO problem but I told him my Savage had a Flat rear top on the Action. He said that he didn't know if the Separate Base he uses will fit. That most people use Remington Base and then put his rail onto it.

This is a 6mmBR on a Savage Action in a Tracker stock. I want to get a 20MOA base. I understand that Kelbly is what is used on Bench Rest guns to keep the weight down. What are my other choices.
 
Yes I looked at EGW they do make a flat rear on but I thought the 25MOA might be a little to much. That is to stay within range for a 100yd zero. I need to research. I am not sure if I am going with a NSX Night Force or a fixed power Luppy.
