Kelbly Dovetail Scope Ring Torque Specs?

I'm installing Kelbly double screw dovetail rings on a Kelbly Panda F-Class Action with an integrated 20 MOA Dovetail scope base. I've never installed dovetail rings - what torque specs should I apply to the screws connecting the rings to the dovetail base? Also, what torque specs should I apply to the screws at the top of the rings holding the scope into the rings?
