Is this barrel blank ok?

Machinist, Designer, and Shooter.
So I just purchases a Shillen barrel blank. I won't say from who yet. It got to my smith and he was a little alarmed at how it looked. He also said there was machining crap in the barrel. There was this odd cut at the end of the blank to. Its measuring 1.200 there. Is this an ok blank? Do blanks usually come with that cut already in them? Rest of my gun should arrive Monday. Should my smith use this blank?
My smith has done several dozen Shillens over the years but non that looked like this.

If you got a great deal on it, I say try to see what can be made of it. If you paid full price, not sure what your options are except to ask for a refund or.......try to see what you can make of it. Either way its not a blank but could be a diamond in the ruff. Let us know
 
I saw a batch of kreigers just like that at the supershoot a few years ago.It is just scale from normalizing the stock before machining and cryo is actually done. Have the smith borescope it after he cleans it.
 
Shilen has no blanks that are 1.200". I have sold thousands of Shilen blanks and have never seen one that had that finish. I would say that it ain't a Shilen.
 
Grimstod: What, if any, proof other than the sellers word do you have that it's a Shilen barrel? I've bought dozens of custom, lapped barrels over the years and never saw one that looked that this.

There should be ident stamping on the barrel face. If there is none, it was either machined off when the diameter was reduced, or it's not a Shilen.

The typical cost to chamber, thread and fit a barrel is $175 to $225. An expensive experiment to find out if it will shoot. Me? I would not touch it.
