Is it safe to cutoff a bulged barrel?

A guy at work was given a 270 that has a slight bulge about 3'' from muzzle can see some rust in bore at the start of the bulge. He is trying to decide between cut and crown (prefered for cost) or if needs a rebarrel
How far back from the start of bulge do you need to cut to be relatively sure youve removed the troublemaking portion?

Im thinking 2''??????

I'd start with pushing a lead slug through the bore do determine by feel and measure if the barrel is otherwise bulged or damaged. If not, I'd lop it. If close inspection shows no other damage, carefully move forward towards a short mountain rifle.:) jd
