Is 1200 enough $$$.

Is $1200 enough to built a custom 22lr for 200 yds? If not, is there a decent shooter out of the box that can be had for that amount. I do not plan to compete just love the challenge of shooting good at that distance. I have a 513T Remington that I finally shot at 200yds using redfield sights. Got 3X out of 30 shots. In my defense I have bad eyes and winds were blowing at 17 to 20 mph. I want to use a scope now but not on my remington. Your information is greatly appreciated.

Is this off a bench or position?

Wind is a killer - streamers will help pick like conditions.
Stick with sub-sonic ammo - less drift.
 
It would be prone, bench, and off hand. But mainly offhand. I practice off hand to keep cost down using 22lr. When I hunt many of my shots are off hand in the brush between 80 to 150 yds.
 
If you don't need a repeater, see if you can find a Suhl 150-1. Awesome trigger, and I've seen them put 5 rounds in one hole at 50 yards.
