Installing an anschutz rail

I have an HS precision stock with a bipod swivel post that I need to install an anschutz rail on, instead.

Who/where should I get the rail itself from?

Is it just an epoxy in piece?
 
Champions Choice. You will need a milling machine to do it right. And no, it is not just glued in. Screws with t-nuts bedded in epoxy is the way to go.
