Howdy !

I'll admit right off that I myself have not done THIS particular wildcat.

None-the-less, might I share a few thoughts ?....

If there's such a thing as a 6.5SAUM ( I don't recall offhand if there is ), you could easily neck down in a new .25 SAUM wildcat die. A very minute' outside neck turn might prove necessary, to clean things up.

A low-cost .25 SAUM custom " neck-down " die from Lonnie Hummel @ Hornady's Custom Die Dept should work for your project.

A second thought is.... 7mm SAUM oughta neck down to
.25 calibre outright, without TOO MUCH fuss; I should think.
That's around a .027" redux. I made much larger single step neck downs during wildcatting that I've done.

If neck thickness of the parent brass is a concern, again...
you can always bounce that off Lonnie; for HIS input.

Hornady' s " Custom-Grade New Dimension " dies include a
" universal " bullet seater. Here, the same basic outside die body is designed to accept inner " sleeves '; which are machined to fit particular case ' bodies.

If you are not changing the basic 7mm SAUM brasses' ouside case taper ( via shoulder blow-out ), then a stock 7mmSAUM sleeve would work. All Lonnie would have to do is add a .25 calibre seater stem to your die. He'll even machine seater stems to fit a particular bullet, for less than $10.00 ea.

ALso, I don't see a shoulder bump or FL size die challenge here, for your projext. Again, the Hornady die approach
would allow for swap of NS bushing to .25 cal you desire, and you'd be bumping the same shoulder areas @ same diam's as you would on a 7mm SAUM.

Before you could get brass for any of the short mags I built the 257 Burns .I got Remingtons test brass in 7 saum developed a necked down 25 cal. Dies are made by Hornady and reamers are available through PTG/ Dave Kiff. I achieved 3500 fps 100 gr bullets or that of the bottom end of weatherby mag proformance . Fairly light recoil and really laid deer over quite well .It is extremely accurate and has fairly good barrel life . www.therifler.com
 
I have necked down 30-06 to 25-06 many times over the past 50 years. Lub them good and run them thru the sizing die. It is very rare to loose a case.

Of late I have been shooting the 25 BR. Very little to recoil with 32 grs of N133 under an 87 gr Berger. Fun to shoot.
 
Better bullet choices & BC's necking the SAUM case to 6.5 confared to .257" diameter.

Compare a 264 Win Mags ballistics to a 25-06's ballistics.

For 1K prone comps,I like pushing Sierra 155/.264's at 3200+ fps out of a tight neck 6.5SAUM.

The chambering gets up & runs away from a 6.5-284 when calculating time of flight!!!!
