Is there a provision for shooting only the light rifle. If so, what are the fees for this? Thanks, James Mock

Will the 1/2" bag rule be enforced and rests checked for this event?

James -

It's a IBS rule..... there for you should be prepared to be checked at any sanctioned event, Nationals or regular match.
The "honorable" and "gentleman's way" is to be legal always, and not be infringing on the rules to your fellow participants, or have to worry about being checked.

IBS STEPS TO GET A RULE CHANGED

1) A proposal for a rule change (petition) must be signed by at least 25 IBS shooters
A) The petition must first state current rule, followed by the reason for the rule change and then the new proposed rule change.
2) The petition has to be sent to the appropriate committee chairman by September 1–
A) The committee chairman will make sure all committee members get a copy of the petition
B) The committee members are responsible to communicate the proposed petition to all shooters at their respective clubs and get feed back from the shooters to the committee on the petition.
C) The committee chairman will discuss with all committee members the petition and try to reach a consensus as to if they will be forwarding a recommendation of the proposed petition to the Executive Board.
D) The committee will also review the petition to make sure there are no conflicts with other rules.
3) The Chairman will forward to the Executive Board the petition along with a recommendation from the Committee; this must be done before August 1
4) The Executive Board will review the petition and will publish the proposed rule change 75 days in advance of the winter meeting – it will be posted on the IBS internet web page. The dates and place of the winter meeting will be on the IBS webpage for three months prior to the meeting.
5) The Executive Board will present the petition and recommendation if any, from the appropriate Committee at the general meeting on Saturday morning of the IBS annual meeting
A) Floor is opened for discussion of change
B) The appropriate committee or any IBS Member present has the option of proposing a change to the petition item wording during the membership meeting on Saturday
C) Vote is called for –All shooters present at the winter meeting vote on the proposal and each member can cast one proxy vote if they have proper authorization from an IBS member not present
6) If the petition is voted in, it will be on a trial basis for one year.
7) After the year is up, in fall, a ballot is sent to all IBS members to vote the rule change to be permanent or reject it
8) At the next winter meeting the results of the vote will be announced.

I really don't understand why this thread is changing from registration info into a "debate" of rest-bag-clearance-cheating-etc...???
Thanks gentlemen for the "free ads" for the NEO, especially to you JamesTN.

I re-checked, re-measured my one pc bag clearance yesterday and found that the bag (attached, filled with sand properly / in moderate hardness & still pliable) is over than 1/2" from ANY metals that hold the bag, this is on ALL SIDES (bottom, front, back & the sides) EVEN WHEN COUNTS from the the top of the leveler & stopper/pivotal joint!
A 1/2" thick parallel set is used to check the clearance. The parallel set is measured/confirmed with a Fowler digital micrometer & a Mitutoyo caliper to be within +/- 0.0005" tolerance, and at about room temperature. (Just to be exact/precise!)
We also took a video about the bag, the top, and the clearance.... still uploading in youtube at this moment. Will provide the link once it is done.
The video shows how to attach the one pc bag & checking the clearance. The video is not really "technical", but I think even a 4th grade kid or a caveman can understand that the clearance is over than 1/2" in all sides shown in the video.
A wood block (to "resemble" a rifle stock) is used to help to check the clearance.
I can easily lift up the wood block, it's not trapped in the bag, no more than 1/2" vertical contact between the sides of the wood block & the side of the bag, etc. ----- (What else???)
Also showing that if you remove the stopper (of your choice), the bottom clearance is about 3/4".

Quote: "The NEO rest is illegal, no matter what I did"
HOW come if someone removed (or flushed) the stopper & leveler the rest is still illegal???
That's just an un-founded statement, with no base, IMO. --- Well, unless your caliper or micrometer or parallel set are stretching for over 50%!?? Or unless you use the rest with the bag empty!

Hope this will clear the confusions. I'm just trying to tell the truth/fact, or just as a clarification from the rest maker. No cheater etc.

And in case you didn't know JamesTN, we do give back! We have donated total over 15K USD to several matches in the USA, UK, & Australia... so far.
Some rear bags as door prize also prepared for this match (IBS 600 yds Nats), which you would attend.

Good video and input !.!,!

Questions: pertaining to your 3-piece bag units that I have seen on the firing-lines, how does it fair out to the IBS rules in your opinion/position, to the 1/2" clearance rules as well as by bag specifications rules?

Thanks
Donovan

Seb,

Good video and I'm glad you're a big part of this sport and that you do donate your products as well.

Now in net video you had a freshly filled bag and yes I can see there can be 1/2" gap. But we all don't use a bag that's rounded at the top, we season our bag by beating and compressing them flat so the rifle sits complexly flat in the bag and there's full contact with the bag the full width of the bag. Once this has been done and the bag has flattened out or conformed to our stocks then there no longer is a 1/2" gap.
As I had mentioned before and even showed photos of the seb neo i owned where I actually machined a slot to flush mout the level and rifle stop with your one piece bag and the bag filled correctly and I compressed it flat I could not slide a 1/2" piece of HS steel lathe tool between my rifle and the rail on that holds the bag in place.
If by any reason I'm the only shooter out there that flattens the bag so my rifle and bag makes full contact then I stand to be corrected and I'm doing it all wrong and have been for years.

I agree 100% this thread was started so people looking to attend the nationals had the information they needed the Memphis staff has put in a lot of hard work and donated their personal time to host the nationals so it would run smooth for everyone attending.

We as shooters need to go out and support the people that have worked hard to host this event if we don't it might be hard next year to find someone that's willing to donate their own personal time so we all have a place to shoot.

This was not the place to start a rules debate

The IBS Executive Board and Long-Rang Committee have had extensive discussions over the last week about this matter. Last night (Aug 28), the Executive Board approved a motion to advise match directors and referees to use the existing definition of front bag (page 3 in the rule book, I believe) should there be any examination of rests at any match, not just the Nationals. That definition states the front bag by itself must be at least 1/2 inch in height along the full width of the forend. Per this existing definition in the rule book, the measurement is of the entire bag's height and not measured from an arbitrary point.

The official notice will be on the IBS website soon in the 'News' section; it is not there quite yet.

We need to ENCOURAGE shooters to attend our matches. It is important that the good folks at the Memphis club have a great turnout at the 600 yard National. I understand it is a stellar facility and could become a important venue for IBS competition in the coming years. My job is to look at this for the good of benchrest, which as a shooting sport, is barely hanging on.

May I editorialize for a moment? I agree that rules need to be uniform and uniformly enforced (the latter has been the root of this particular problem). The front bag issue has vexed 600, and to some extent 1000 yard competition. I understand a rule change petition is forthcoming that clears up the sandbag rule once and for all. It will be part of the January 2015 Winter Meeting agenda.

Of course, we need standardization for equal competition, but nitpicking over a small item, such as bag height, is over a matter that does not offer a competitive advantage either way. There always seems to be a small (thankfully small) handful of individuals that question the equipment of others whether it means something or not. Overweight rifle or late shot? Should be a DQ, of course. It almost appears, though, there are some looking to eliminate perceived competition on the line through challenges to equipment. Enough said. (I have been beaten many times, but never by a front bag...)

I am out of here and will post no more. This is a settled matter. For those that would like to discuss directly with me, my email is jstover33@comcast.net and my cell number is 570-660-6102.
