HOWA 1500, 6BR PROJECT

I HAVE STARTED BUILDING A 6BR ON A HOWA 1500 ACTION.
RAN INTO MY FIRST PROBLEM. I TURNED A MANDREL TO INDICATE THE ACTION IN,WITH A GOOD FIT. BUT I FOUND THAT WHEN I SLID THE REAR BUSHING THROUGH THE REAR ACTION BRIDGE I AM OUT OF ALIGNMENT WITH THE FRONT BRIDGE,THE ROD HITS HIGH ON THE BOLT BORE. I BELIEVE THIS INDICATES THAT THE ACTION HAS A HUMP IN IT'S BACK. I SUPPOSE I SHOULD REBORE THE ACTION AND SLEEVE THE BOLT. I REALY DIDN'T WANT TO SLEEVE THE BOLT. IS THERE ANY OTHER WAY TO CORRECT THIS PROBLEM? I'M OPEN TO ANY IDEAS.
