How to remove rail type scope mount from a Savage?

My son has a Savage 110 that came from the factory with a rail scope mount. He wants to remove and replace it. The problem is the screws won't come loose, any suggestions? Sure don't want to bugger them up and not be able to remove them. Thanks in advance.
 
I don't know what Savage puts on them- but it ain't blue threadlocker and 20 inch pounds of torque. Gorilla tight.

I'll add to the above, use a quality, hardened torx driver. A cheap, soft one will be more prone to strip the screw head.

I would add Kroil to the list- heat, Kroil, more heat, Kroil...let soak overnight if need be.
 
When I have to remove the tight ones, I hold torque on the driver and have someone whack the end of the driver repeatedly until the screw comes loose.
