You can call the ATF 800 number in Atlanta GA...and give them the serial number..they can tell you if it was ever reported as stolen...I have done so...very easy to do..

4140 steel can be heat treated between c28-c40. I assuming specing at c30 the action is good to go.

Took it to a local gunsmith who does customs. He says visually it looks fine and shows no signs of uneven heating or stress.

We move on: the big question is throw on a Rem factory .243 barrel and go shooting or fork out the money and go custom 6mmbr.
