How do i unload the powder from a dillon ?

I remove the collar that locks the measure to the powder die (two allen head screws) and disconnect the "fail safe" (push the white plastic piece in the black bracket down and swing the rod out of the way) then lift the measure off the press and dump the powder.
 
The above will work, but to keep it simple.

Step 1. Partially pull the lever to get the ram to rise. This eliminates the tension of the spring on the powder return fail safe wire.

Step 2. Pop that white colored bushing on the bottom end of that wire to release the whole wire, and feed the top out of the Z-bend in the brackets on the powder measure.

Step 3. Remove the whole tool head by pulling up the two little pins that are along the sides of the tool head in the press body on top. The whole toolhead with powder measure now slides out and the powder can be dumped.

Reverse the instructions to replace, making sure you feed that fail safe wire back through the levers on the powder measure the same way you pulled them out. A little slack on the press by raising the ram helps to pop that white fail safe wire bushing back into place.

Add one step after dumping the powder from the hopper… manually cycle the powder bar to dispense what would have been charged into the next case.
Good point. And probably a good idea to double check for any unused stray primers in the machine as well.
 
unhook the powder bar return linkage,
pull the two pins that secure the tool head
slide powder measure attached to tool head from press
take the freakin lid off the powder measure
now when you turn it upside down,,,,, make sure your pouring it in the proper powder container!

I can do that faster than I can say it.
 
I dumped the powder out of mine last night. After dumping it, I put everything back together and cycled a case through the powder dump . There was about three cases of powder left in the powder measure. It's very important to do this especially if you are changing powder for the next session.

I bought one of these for a buddy to use with my Dillon 550. He has his own tool head with powder dispenser, don't know if he ever tried it. I just remove the toolhead, pour out the powder, and work the charging bar to remove any powder in the bar. Only load powder for pistols.
