High scope rail vs. extra high rings for accuracy?

Setting up a 6 BR rig for benchrest shooting specifically for 500 and 1000 yard targets and trying to decide on the best scope mounting set-up for a Savage 12 action and 10-50 Sightron scope. Guessing I would want the scope zeroed at the midrange -point to allow shooting near the center of optics and will work on a come-up between these distances.

Question is for shooting that caliber and scope and distances would it be best to use a 20 MOA rail or will the Burris Signature rings with inserts alone be enough elevation by themselves. Then there is the question on which combination is needed for the big scope bell to clear.
And a generic question for accuracy: is it better to use a tall style rail and lower rings or just use extra-high rings without the rail?

Yes a 20 moa rail is the best to start with. The burris rings are great but i would get the base before i use the rings just in case because it will give you extra options in the long run. Now for the ring height. What i do is stack pennies up in on the top of the base untill you get the desired height. Then measure the them and add half of the 30mm or whatever the scope is and get the rings that come close. But i like to leave at least .06 or so for clearance. Most ring makers will have those distances listed on the sites.
