Hierarchy of loading procedures

I have been reloading for several years and am heavily into .308 long range to 1000 yards. Having read quite a bit of specifics in the various aspects of long gun caliber loading ( having implemented much of what I have learned)'I have yet to find any type of list indicating priority of reloading aspects as related to accuracy. To clarify; excluding all factors other the the reloading of a given cartridge, what is the hierarchy of procedures (everything from accurate powder measure to metlap modification) that contribute to accuracy. Looking for a list indicating procedures that produce the most improvement in accuracy from the most to the least. I would appreciate reading the various responses.

This will vary for many shooters, but for me it is as follows.

1. Type of bullet fit to barrel twist rate.
2. Powder - type and charge weight
3. Primer
4. Seating depth adjustments
5. Brass prep and brand of brass

Many will probably put seating depth towards the top more, but in terms of "significant" changes (with a couple of exceptions), that's the order I've experienced the most
