HARD to remove Rem 700 Bbl's ?

For those that have had very hard to remove Rem 700 Bbl's, does the substance on the Bbl and receiver threads resemble something like JB Weld or other very viscous [thick] thread locking compound. And when you replaced the Bbl did your gunsmith tell you that your receiver threads were slightly over sized ?
 
It is a sealant used to keep bluing salts out of the threads so they dont mold together. A remington should have slightly oversize threads if they trued it properly
