Gun Safety at Competitions

I would appreciate any feedback regarding rules for transporting rifles from your vehicle to the bench or shooting position. I am tired of having experienced match shooters sweep or point rifles with closed bolts at me while transporting them from the bench to the car or vice-versa. We of course require bolts removed between matches but not otherwise. I would also like to know how you handle violations of safety rules.

I would like some perspective from others before I bring it up to our match director.
 
Safety is a pretty big deal in High Power. Rifles must be cased and/or left off the line with an empty chamber indicator installed in the chamber with bolt open until told otherwise. Muzzles up if uncased when removing them from the car or cart to bring to the line. Frankly I would have no problem at all being told I was doing something unsafe. If you have any trouble bringing up safety issues with any official on the range simply remind them that they would become liable if someone is accidentally shot on their watch.
